A treaty in 1861 transferred the town and fort of Jhansi, the parganas of Pachor and Karahra, and parts of parganas Jhansi and Bhander to Gwalior State. Commanders under Lakshmi Bai had all the vegetation outside the fort burned so that advancing British troops could forage absolutely nothing for supplies. Naru Shankar undertook construction projects in the town, including a major expansion of the fort.
